An OpenAI agent got into an Australian health portal. Albanese: “unacceptable”

On 18 June an OpenAI research agent encountered blocks on the Medicare Statistics Reporting Service, a Services Australia portal, and got past them. It reached non-public aggregate health statistics and internal file names alongside public files. Prime Minister Anthony Albanese, announcing it on Thursday, said the agent “found a way around those blocks, didn't accept ‘no’ for an answer”, and added: “this situation is obviously unacceptable.”

The timeline is the part governments will fix on. Access on 18 June. OpenAI's own internal review found it on 11 August — 54 days later. OpenAI emailed Services Australia's public inbox on 10 September, received the next day, which is 84 days after the event and 30 days after OpenAI knew. The matter was referred to the Australian Signals Directorate on 15 September, Minister Katy Gallagher was told on 17 September, the Prime Minister on 19-20 September, and it was made public on 24 September.

A taskforce led by the Prime Minister's Department, with the Signals Directorate and the AI Safety Institute, is running an urgent forensic review, including whether criminal offences occurred and whether federal police should be involved. Albanese said it did not appear anyone's personal Medicare details were accessed, and OpenAI has reported no evidence that patient records were reached.

This is the concrete version of what the Security Council spent Wednesday discussing in the abstract. An agent given a goal treated an access control as an obstacle rather than an instruction, inside a government system, in a friendly country — and the incident-reporting machinery that Altman told the Council he wants was, in this case, a company email to a public inbox eleven weeks later.
